I had a similar problem--I had to disable the ambient light sensor to fix the problem: fn-f11. Now it's as bright as I need it to be.
Go to Control Panel, Power Options, and select High Performance.
Go to control panel, power options, go to Change advance power settings, under Display select Display brightness and make "on battery and plugged in" options 100%
Use the FN key with the brightness key (usually arrow up/down keys)
