It will require removing dust from the inside .. remove the back of the unit, plastic cover .. take a air can and clean off the dust from around the fan and inside where the peripherals are.
DO NOT UPDATE THE BIOS for this computer , it may not help you , but make it worse.. go to www.dell.com to confirm this information.
here are some links to help you

http://support.dell.com/support/edocs/SYSTEMS/ins6400/en/sm/index.htm

another fix could be boosting your registry and quicken your start up ...

i use a program that senses the temperature of cpu, gpu, hdd and chipset and controls the fans speed acordingly. it costs about $30, but its worth every penny !

http://www.liutilities.com/products/campaigns/affiliate/offer/gen/rb/

so:
1.install the program
2.set it up to take absolute control regarding the system fans(top right - 'automatic fan control' - 'enable temperature control')
3.click 'options' - right menu
4.click tab 'temperature control'
5.create a policy that suits you best, considering the sorounding temperature and the future load
6.return to main menu and select that policy
7.set the program as the single startup program and restart the windows

the program shoul dtake control as soon as it loads on startup and shut down the fans if the temperature is ok(which is, considering the cold boot)

and if this doesn't work, at least you can shut down the fans yourself from the program.

Power jack replacement Dell Inspiron 6400

When you press the power button, no lights, fans, beeps, anything?

Is the power jack moving around? If not, I would check the charger and cord to make sure power is getting through to the plug that goes into the jack.

Screen wont turn on , i have a inspiron 6400 .. I rang dell & my extra 3yr warranty ran out just 6 weeks ago & * They WONT HELP*

when you say screen will not turn on it means we do not have display right? now, try this. turn off laptop, press and hold D key then press power button, check if the LCD will display colors if yes then it might be your video card causes the problem which needs motherboard replacement. if no colors appear then LCD needs replacement.
