Please explain, if you could, what to do with the wiring from the laptop power supply into the cooler, in a little more detail please.

Cut the tip of the of the cord off. This is the tip that would normally be inserted into your laptop. Then use a knife or razor and cut about 5 inches of shiething off. There should be two wires (Positive and Negative). The Positive is normally identifiable with a solid colored line running along the wire. If you have a DC volt meter you can test the two wires to determine which is positive vs negative. You can see in my picture the wires coming off the control board (Red and Black). The Red is your positive. Use the 16 gauge wire nuts to marry the + with the + and the - with the -

The hayni made in china internal power supply has faulty tranformers on it that fail within anywhere from 6 months to 2 years. Solution. Remove the back panel, take out the internal power supply and replace it with another compatible AC 120v to 12v DC 5amp power supply. Often laptop power adapters will work. I used this one: 60w-12v-5A-AC-DC-Power-Adapter from the website mini-box and it only cost 15 dollars. The peltier pad draws upwards of 5amps, but the rest of the system is super lower power. Now my wine cooler is more energy efficient and and will run for at least 5-10 years. This power supply replacement takes about 20 minutes. You need: philips screw driver, wire cutter and stripper, two 16 guage wire nuts. That's it.

The picture does not show how the laptop output is to be connected. I only see the white cable with two wires. Can you please add another pic on this? Why do we need a change to a computer fan? Will the existing fan not work?

Thanks, Trick Master PC, for your solution of using a laptop power supply in place of the stock power supply (searched everywhere for it and couldn't find). I purchased from Amazon a 12V 5A laptop cord for $7.03 delivered the next day with Prime. I wired it in, swapped the rear cooling fan with one from an old computer and I am back in business. Works great!

Is there a replacement circuit board for the Cuisinart CWC-1600 unit?

The actual manufacturer of the circuit board out of China does not seek direct, but you may be able to order a replacement board through cuisinart support. More than likely your board is fine, but rather your power supply has failed. Check my post on how to replace the power supply for under $20

Fan runs but it doesn,t cool

Your Peltier is most likely shot! You can fix it for less than $10 in about 30 minutes.
Take the back of the fridge apart and remove the fan and aluminum heat-sync. Sandwiched in between the heatsync you'll see the Peltier pad with two wires coming off it. That's what you need to replace. The peltier has a make and model number on it. I would recommend ordering the same make and model. The specs should be 12v DC and less than 5amp and 60 watt draw. Your wine cooler's power supply can only output 5amp and 60watt max power. When you install the new Peltier you'll need to spread new thermal compound on both sides of the Peltier. I recommend Artic Silver Ceramique. You can buy this at your local Radio Shack or any computer store where they sell motherboards and CPUs.

Fan not spinning

If the fan on the backside is not spinning it could be a bad fan-motor. When the fan runs the compressor should run as well. If the compressor is not running the fan should not be running either, so you should unplug it for about an hour, then plug it back in and see if the compressor unit starts up. If it doesn't, it is probably something wrong in the control circuit for the compressor. It could be the thermostat (check that it is set correctly). If the compressor starts up but the fan does not run, it is most likely a bad fan motor or bad wire leading to the fan motor.
