Both of my front wheels do not spin well. They appear to have something wound up in them. I have tried to get it out but it doesn't help. I have tried lubricating the axle but it doesn't help. I am afraid that maybe the axle might be nylon and that is what is tangled up?

Some models have front and rear brakes, also some have locks to prevent the wheels from swiveling check those items first. The next step would be to flip the stroller over and try to spin the wheels, sometimes debris can jam the wheels.
You don't mention what make / model you have. Try turning stroller upside down
( without baby in it *-) ) and spin each wheel to see if it runs freely. Try to rock the wheels from side to side to see if there is any play in the axel. On a flat smooth surface do all wheels touch the ground? If the front wheels swivel do they rotate freely without any side to side play? Some strollers have nuts you can adjust others just have Silver domes. Try tightening nuts till wheels get tight then back off just enough so they spin freely try taping domes on tighter using a large socket from a socket set and a hammer so the pressure is around the edge of the dome and not in the centre where it would dent. Silicon spray is the best lubricant for strollers.
Several things could cause wheel shuddering. Sit the pram back on it's rear wheels and handle than spin the front wheel and watch it spin. Is it spinning evenly in both directions? Both wheel and tyre. Up and down and side to side. Are the bearings running freely with no excessive noise? Check the swivel action of the front axle. You should be able to figure out where the imbalance is coming from. It the wheels not running true a bicycle shop should be able to fix it or you can source a new wheel from Kolcraft.www.kolcraft.com/customer-service/contact-kolcraft/
The best thing to do is to remove the front wheel (depress the black buttons either side of the front axle and pull!) then completely clean the wheel assembly in warm water and a SMALL amount of gentle detergent, then dry completely, apply a small amount of vaseline or similar, then replace. This should help.

One simple thing to check why your stroller keep pulling to one side is because of the WHEEL.. that is hard to spin. Where side its keep pulling? If in the left side, try to take up the left side of the stroller a little, just the wheel not touching the floor and rotate or spin the wheel one at a time in rear and front. Check that the wheel rotate smoothly. If not then there something wrong with that wheel.
If in the right side, try to do the same.
I am onto my third Phil and Teds Vibe due to issues with the front wheel. It never ever worked smoothly from the moment it was assembled. The first time the UK distributors Outnabout replaced the pin - no help. The next time they replaced the entire no buggy. The new buggy is exactly the same - stiff front wheel that is back breaking to turn and squeaks loudly. Interestingly, I am waiting for Outnabout to send some lubricant that Phil and Teds have recommended; despite being told by the retailer in no uncertain terms NOT to use lubricant. I plan to return the third and final buggy and ask for a full refund or partial refund and replacement with a Sports buggy model. The wheel mechanism is different on that one. Good luck. I had the same problem and took it back to where i bought it. THey sent it in and had the whole front wheel and corresponding parts replaced. A few weeks later the same probem occured. I just sold the stroller as is. You could try to contact Zooper directly, but don't get your hopes up, sorry.
