If you are using Windows XP, Windows Vista, Windows 7.
The best thing to do is to re-install DirectX 9 or at least update it to a more recent version.
Go to: http://www.brothersoft.com/directx-9.0c-61471.html to get the latest version, it is 100% free as it is a part of the actual operating system that handles graphics and video processing.

How to solve D3DERR not available

Without seeing your system specifications, cpu type, ram, graphics card make and model, etc... I will offer some suggestions:

Update your Direct X drivers, and then update your graphics card drivers, in that order. You may find that completely uninstalling your graphics drivers may be needed before a new install.

You may need to update your video card. If you have an older card, but are trying to play a newer game, even some of the web based flash games like Mercenary Wars, you can get these errors.
