This is a very common problem. It happens more to those that frequently install and delete programs. Many fragments are left over that slow the computer and cause various problems including those you mention. I agree with a previous answer that re-installing windows helps, but even better is to format the hard disc after saving files and reinstall all programs. Easier said than done!
