Type 'Dell Support USA' or 'Dell Support UK' etc into google and click the link to the dell webpage that has the 'Software and Drivers' search facility.
Click the 'Enter a service tag' option and on the underside of the laptop, locate the service tag.
Type the service tag into the search box to locate the correct software to make your machine function correctly.
If your machine is unable to connect to the internet in its current state then use another computer and download the software to a flash drive or hard disk for transfer.
If you need Windows then look on the bottom of the machine for the licence sticker or 'COA sticker' and note the licenced operating system, i.e. Windows XP Home Edition.
If you do not have a copy of Windows (and it does not need to be a Dell version, a Microsoft version is the best option) then borrow it from a friend or download it from rapidshare.com or a Peer 2 Peer client such as Limewire.
During setup you will be asked for a licence key. Type the numbers on your licence sticker to verify your machine is entitled to run this software and once installed and connected to the internet Microsoft will activate your copy of Windows. After this is done install the downloaded Dell software and a antivirus program.

You'll need either the original restore cd/dvd's that came with it, or your own retail copy of operating system.
If its the latter and you dont have a copy then consider getting a Microsoft Authorised Refurbisher to refurb it for you, we get licenses for a fraction of the cost you could get them for, so the whole job of rebuildling the laptop would work out a lot less than what you would pay for just the operating system disk.
