Hi, First of all check that the usb is compatiable for your pc and the os.Check your installation and trouble shooting manual.
Or try connecting it to some other pc running vista.
check the device manager for the usb port and is active.
Install the device driver from cd if provided.Check the hardware for physical connections or any IO conflicts.Finally also try that usb is enabled in CMOS setup an make it to auto mode.
