Question about Toshiba PC Desktops
Yeah my Toshiba does that too every once in awhile. Taking the battery out and popping it back in fixes it.

Plug in an external monitor. use the <FN><F5> keys to toggle between the internal lcd and the external monitor. If the display external works and the lcd doesn't, most likely a bad inverter board.
My toshiba m105 it wasn't the inverter, it was the lcd itself, the TAB welds were no good but the lcd still worked it just had a 3" vertical blacked out area on the lcd.
