If you have a newer operating system like vista or 7, you can't do an upgrade but you can do a fresh installation.
Enter set up (usually F12 or F2 on Compaq). Change the boot order ( following the key on the bottom and right side of the page).
Make the cd or dvd the first boot device. Insert your XP installation disk and reboot the machine. You will be prompted to press any key to boot from cd...do so.
Start up should begin. If there is an operating system on it you will be given the opportunity to delete already formatted partitions...do so. you will be left with an unformatted drive (or one partition, st up windows in that partition.
If you are using an upgrade disk and have a newer OS you will have to wipe the drive first.

Insert your Windows XP Setup CD, and restart your computer.
1.
When the Press any key to boot from CD message is displayed on your screen, press a key to start your computer from the Windows XP CD.
2.
Press ENTER when you see the message To setup Windows XP now, and then press ENTER displayed on the Welcome to Setup screen.
3.
Do not choose the option to press R to use the Recovery Console.
4.
In the Windows XP Licensing Agreement, press F8 to agree to the license agreement.
5.
Make sure that your current installation of Windows XP is selected in the box, and then press R to repair Windows XP.
6.
Follow the instructions on the screen to complete Setup.
