First try a system restore to a point before this started.
If that fails try to boot into safe mode and do Last Known Good Configuration.
If that doesn't work...
Open task manager Ctrl+Alt+Delete
under "applications" end all tasks but your browser.
then see if you can download,install and update, Malwarebytes free version at www.malwarebytes.org
If unable download on another computer to USB Flash Drive
also this utility
Download Windows Installer CleanUp Utility

Install them to flash drive and then try to run them from there..
If this doesn't work try Burning DrWebs, Live CD and run anti-virus.

If nothing works I would just try a fresh installation after backing up as much of my personal things as possible so you don't lose everything.

To give a solution to your qatioation, I would like to know what is the laptop's manufacturer name, and model number, plus what are you trying to install; how are you trying to install it, and what anti-virus program do you have? An anti-virus program, and/or a firewall can effectively block downloads.
