Hi,
As you already an experienced tech, picture rolling top to bottom happens in two conditions, either video signal level is weak/ less than standard or video signal is missing vertical sync signal.
Please check does picture roll fast in all inputs of tv?
If yes, then video processor seems bad that is mounted on main board and main board will be replaced and if any specific input gives rolling picture and other input is fine then check bad input's buffer parts like chip resistors, chip capacitors and buffer transistors that might be causing low video signal level.
Hope these info will help you.
Thanks.

Can I get rid of horizontal lines on my TOSHIBA model 27HL85 tv

VERTICAL RETRACE LINES is this problem called technically. Check all the solder terminals at the CRT base card of this TV, for any loose solder terminals.

Sound but no picture

This could be a problem in the vertical sweep circuit, as when the vertical circuit fails, The video or screen will blank out so the picture tubes do not get damaged. In this chassis, I have seen the convergence IC's cause this, or the capacitor in the sweep power supply that feeds the voltage to the vertical IC has failed and blew out the vertical output IC. If you have no solid state repair experience, play it safe and call in a trained tech to assist you in this repair. Good Luck.

Mitsubishi 72" Model VS70705. Picture

The picture rolling up and down is caused by the vertical oscillator running off frequency. Usually caused by a Capicator that has burnt out and started leaking and causing the frequency to be off. Static sounds like weak signal, however the vertical oscillator could be corrupting the picture. If you are not a trained TV Technician don't try to fix it yourself. There's a lot of junk back there and knowing where the vertical oscillator section is located and which capacitor is bad will require a tech manual or a 'Sam's Photofacts' to hunt it down. dhgill1949

No picture only sound

The backlight inverter board may have gone out, or the 24vdc power supply for the inverter board is not working. Check the power supply first since it is easier to get to than the inverter board. Look for burnt parts, bad capacitors.

The picture rolls vertically sometimes.

I would check the capacitors in the verticle deflection circuit. Also try resoldering the verticle output as well as the verticle yoke pins where they connect to the chassis. Mitsubishi has had some trouble with their capacitors, you may have one that is leaking. Let me know if I can help you further.

I suggest you get the Tape path cleaned up. Could be dirty video heads or a dirty Control Head. Use a good 'wet' type cleaning cassette.

Problem with screen on TV

does it roll on normal tv viewing? This is what we call a vertical fault. I don't believe it was because of what happened but U never know. The vertical IC or a faulty cap can also cause this problem. If it rolls on your regular tv programs then it is a fault in the vertical section of the TV
