If in fact you are not able to receive text messages, but able to make an outgoing call which only leads you to tech support or finance department of sprint, for example. There is a hold on the system connected to your phone. This means your bill might have not processed correctly or he system is having a "glitch." BEST option would be to either bring in your phone to the nearest TECH Support Sprint store or you can call 1-800-639-6399 ext. 533* then ask for TECH support. Remain on the line intill a rep. asks for your account information which will be the phone number account passcode or security question then simply state the problem(s) on your phone. You can either do a LC (lock code) MSID RESET, but NOT a Master Reset or you can just tell them to check the system then hopefully they will comply.
*Also, if it is a NEXTEL phone the ext. would be 522
