Make sure the correct input is selected. This monitor has both analog (VGA) and digital (DVI) inputs, and it may not be automatically detecting the input you're using. If the proper input is selected and the monitor still says there isn't any input signal, about the only option is to replace the monitor or try to find a replacement signal board from an online source. Most repairs need specialized tools to diagnose and then change the bad parts.

Thanks for your help PA Guy. I've tried all 3 different signal input options. I just got the monitor used and think it has issues. Sometimes when its not plugged into a pc when I turn it on the light just blinks green with nothing on the screen and after being left on for a long time it will finally stay solid green and the no input signal will come on. Also is the no input signal supposed to blink? Thats what mines doing. I'm also plugging in to a Mac and the drivers are not installed, would either of those make a difference? Thanks again to PA Guy for the quick reply, I only posted this like 10mins ago!!
No drivers are needed for the basic video resolutions. At the very least, if it's working at all, the monitor should display POST information (which is plain text) when the computer starts up. From what you've said it sounds like you bought someone else's troubles. If you can, take it back to whoever sold it to you and get your money back.
