The fan on the inside is on and blowing but the one on the outside isn't. There is no leak and the breakers is fine. I changed the filter on the inside of the house yesterday morning. and i also cut the unit off since 5pm yesterday just in case it is frozen on the outside. Could this be the problem that its not cooling. I was going to try to cut it on again today when I get off work to see if it will cool
Ok, there should also be a service disconnect near the condensing unit usually a 6'x8-10" or so grey box, you need to check this and make insure that your 220v line voltage is getting thru. Sometimes this disconnect is a breaker sometimes fuses and sometimes just a bar type plug ( if the disconnect is tripped the problem is likely a clogged condenser coil, proper cleaning will be needed to prevent it from tripping again) If this is not tripped and you are getting 220v to your condenser then you need to confirm that you are getting the 24v control voltage to the compressor relay from the transformer in the indoor section. If the indoor fan can be controlled at the thermostat it proves that your transformer is good and you have 24v available, you should be able to hear and see (if your looking at it) the compressor relay engage when the thermostat is set to call for cool and the compressor delay on circuit has expired (usually 5 min). If the relay is not engaging then look for a wiring problem between the condenser and the furnace. Do you have dogs that run near the condenser? I often find Improperly secured t-stat wires getting pulled loose or chewed up by the family pet. You should have found the explanation for the fault at this point GL!
