If printer is in warranty, demand for replacement.
1. Check ink levels in printer..if levels are showing, take out all ink cartridges refill them.
If levels are zero, go for new cartridges.
2. If ink level are showing in printer & physically cartridges having ink, then problem with print head, try to clean the clogged nozzles.
This machine uses a Reset Gear to instruct the printer it has a new cartridge. The Starter Cartridge that comes with the machine does not have this gear attached to it so refilling the cartridge without installing and resetting the gear will not allow you to print normally.
If you are using a store bought cartridge that you have since refilled you can reset the gear to tell the printer it is a new cartridge.
No, the black and yellow toner cartridges does not have chips because they are "starter cartridges", to solve your problem you must execute a "PERIODIC DEFECTIVE IMAGE" readjustment, you can download the service manual from here:
If the red light is on and you just put a new cartridge in it some times shorts the fuse so try:

You just simply pop it into the holder. This will stop the flashing red LED and the system tray will say the cartridge is full.
Yeah, right. This may not apply, but if you look at the cartridge from the top, on the right side there's a sensor that knows how much toner is in the cartridge. It's a little optical hole like about 1/4-3/8 inch. If you put a piece of black tape over the hole, the printer thinks the cartridge is new :-)
You have a cartridge refill
The fuse is 250mA (250 volt but this is not critical) go and 315mA. The fuse is 3/4" inch long (20 mm) round glass with metal ends. The electrical contacts are not in the cartridge they are inside the printer. There is a plastic fuse holder on the cartridge, even the starter cartridge. If you face the cartridge with the green roller horizontal and down, the fuse holder will be on the right side just above the phillips screw and in front of the white gear you can see inside the cartridge. The fuse installs horizontally, (in line with the green roller). You just simply pop it into the holder. (I wish I knew how to post a photo, it's really easy when you figure it out.) This will stop the annoying flashing red LED and your system tray will say the cartridge is full. Good luck!!!
The cartridge that comes with the printer (or starter cartridge) has a yield of 1,000 pages @ 5% coverage. It probably really has run out of toner. Replace with a new cartridge to see if you can print. A replacement cartridge should give you 2,500 pages @ 5% coverage.
there is a new toner detect sensor left front upper inside of printer, when a new toner is put in reset lever on cart hits sensor then fall back to front of cart, remove gear asst and put lever in new position, 3/4 the way back. reinsert toner into drum and insert.
