Re: making a VCD from an existing video using Nero Vision...
Hmm, I don't work much with VCDs since the advent of DVDs and the ubiquity of CD/DVD dual format drives.
However I think you could do this if you captured the contents of VCD as a stream to hard disk. However this could yield a realllll big file, say 2-4 GB .avi file or worse. I dunno, I have never gone down this road. Then, use Nero to split the file up into smaller parts, or use some other .avi splitter to do it. You may run into file size issues though esp. if you are using trialware to do it.
Then, assemble the clips as you want and burn stuff onto CDs.
I would recommend though going with a DVD instead. You can get pluggable DVD burners for cheap these days at retail or over the web.

To make a movie using Ahead Software Nero Express 6.0 follow this steps. 1. Click Nero 2. Choose Photos and Video's 3. Then click make Video CD. 4. After that select "Add Video Files" 5. Then Make sure that you set the burning speed in to 16x or lower because if it is in high speed there will be a tendency that your CD Player may not read your burned CD
Nero Vision is not available in the Essentials version. You need to upgrade to the Ultra Edition to get it (actually, you would now need to upgrade to Nero 9 Ultra). If you are running Vista Home Premium or Ultimate, you could also use Windows DVD Maker to create your DVD.

I guess that this file is from a VCD?
If you just burn that file onto a CD as a data CD it should play in your DVD player.
The AVSEQ01.dat file is already a (S)VCD file. It is in MPEG format and should be playable on a DVD player as is.
Alternatively you can import the file you want to burn into nero vision.
Once it is imported then choose to export the file as an MPEG file or burn direct to DVD.
