I had this happen a few months ago and it turned out to be a blown video card.

If its blurred it could be the monitor as well.

One way to check to see what the culprit is if you have a video game on you computer that uses 3D mode, run it and see if you get any error messages on the screen.

If you do, it's the video board.

Blue Screen OS version: = Local ID: 13321

Did you install new hardware or updated some? Uninstall whatever you have installed. Use a different display board (Borrow one from a friend or use an older one). I have had several Blue screens because of faulty display boards. Does safe mode work?

If you have a driver cd with computer just install the touch screen driver ( most important is before installing the drivers, uninstall the previous drivers or it may have a confilict) Or sear internet with your systems model (mother board) and download the touch screen driver and install it.

It doesn't boot up right.

Dear Friend,Make sure the VGA cable is properly connected(also ensure Driver Properly Re-installed).Overly green color means the Red gun is turning off. This could be a cable issue or a component failing within the monitor. You can try and move the cable around and see if it improves.OR It might be with bad picture tube, but it's most likely a bad solder connection. It may probably turns out that the board connector pins are poorly soldered to the printed circuit board. As the unit warms up, stuff expands and the connection "heals" temporarily.
Hope this make you a Conclusion.... Thanks for Contacting FixYa
