Here's what I think but you will have to check it out...
The fan motor in the 39 heater is a 120V fan there fore it cannot be hooked to the 240 which potentially could have the high (wild) leg as one of the fan legs...
The 240V 36 unit probably has a 240v fan motor....
Now if you were to make sure that the leg that fed the motor was a 120V to ground leg then you will be okay...

These heaters are designed for both 208v or 240v ,, the high leg(208v to ground matters not) as there are no 120v loads . The fan motor will be happy with 208v or 240v.. Just remember that the heater KW ratings are for 240v when you use 208v you get a 25% loss of heat. This will likely be fine .. The most problem I see is folks using Resd. water heaters on 208v and dropping kw from 4500 to 3000. This is big deal on water heaters. Your heater will be OK.
