Yeah...buy a step down transformer there in vietnam...im sure they have some there. try to buy the one best suited for your refrigerator in terms of capacity rating. if your ref is big, then buy a big transformer. dont use any type of step down transformer.

Want to convert fridge from 110v to 230v

Depending on the fridge this can be simple or easy. If you can paste in the model number someone might be able to look it up and see if its dual voltage (unlikely if it was manufactured for the domestic US marketplace)
Meanwhile, you can use a step-up transformer that would do it. These need to be rated the same as your fridge. Here's a link to one good for smaller refrigerators as an example

My frigde is beeping consecutively and wont stop and the temperature wont show it just doesnt work ever since the electricity flickered this morning like five times

Hi and welcome to FixYa, I am Kelly.
Unplug it and wait 20 - 30 minutes. The compresor needs 10 to 15 minuts of off time to re-start. Power losses of less than 5 minutes will cause the compressor thermal overload to cycle repeatedly until something fails or in the case of non-electronic control defrost timers... the next defrost cycle. What happens is the coolant pressures are so high that the compressor can not start. Let it stabilize for 20 - 30 minutes by unplugging it and try it again. If that does NOT work respond here and we will help you.

This is what caused your problem: ever since the electricity flickered this morning like five times

Thanks for choosing FixYa,
Kelly

There should be fuses/breakers in the converter box. It sounds like the DC circuit is ok but the AC portion is still out. Eric

Thermoking

This system uses in conjunction with the transformers a rectifier which converts the High AC current voltage (220V-AC) to a Low AC current voltage (12V-AC) and then the rectifier converts that energy into the D/C current (12V DC). The two diffrent 12V power sources are controlled, operated by a "electric" relay, via a roadside or electric selector switch. DS_TK TECH
