A faint black line about 1" wide appears down the entire length of the page. When I look at the drum cartridge I see toner on the green drum cylinder. I can clean it but it immediately drops toner again and prints the faint line.

Most likely you have a defective black toner cartridge. Open the front shutter on the black toner and look at the drum. If you see the drum has toner on it corresponding to the line down the page, you found the problem. If you can't see anything on the drum try printing a page and then interrupting the printout while the page is still in the printer. If you see the line on the page before it goes through the fuser, (the last roller thing on the top of the printer) then it still is the toner cartridge. If it occurs only after the fuser then it, the fuser, is at fault.
Cause from the sounds of things, youre having cartridge problems, Cyan is faulty "blue background" replace with gen. If the black is recycled/non HP then that will be your ladder problem too., If you are in fact using HP let me know and I will tell you how to isolate your fault further ie you have a fuser or transfer belt fault.
