Make sure the contacts in the PSP's mem stick slot are clean... no dust/dirt in there. Format the memory stick on your PC then put it in the PSP. If the PC can read it and the PSP can't, you'll need to send in your PSP for repairs.
This can depend on the firmware you are running. PSP's firmware version 3.0 and up supports the camera. Have a wi-fi network that you can access close by, make sure your battery is charged and select network update.
