My outside amana prestige ac unit ( rcb30c2a) gets very hot when it is turned on, but the fan does not turn.

Hello, try spinning the outside fan with a stick or a small object you can spin the fsn blades with, if this gets the motor running the capacitor must be replaced. If the motor does not start by manually pushing it the motor will have to be replaced.

How often do fuses need to be replaced on an Amana Prestige Ultra air conditioner?

Never unless theree is a problem. You either have something shorting to ground or you are over amping a circut. Amping issues could be a loose electrical connection, over charge is system, or windings in a motor could be going bad. Check to see all your electrical connections are tight first. Then you will need to refer to your units data plate and look for the RLA = rated load amps. Check amps on your line wire to each motor usually the black wire. Fuses pop for a reason not just because they do.

What are the specs for my Amana A/C condensor?

The model number indicates that it could be a 5ton unit capable of
doing a house with at least 2000 sq.ft.. If you look on the unit again,
the condensor outside. Their is a nameplate that indicates if it has R22 or R410-A in it. It should also tell you how many pounds aqnd ounces that it holds.

My guess if it is a older unit, more than a couple years old it might
have 5lbs. of R22 in it.

My Amana package system fan only blows cold air

a fuse blows for a reason. dry bearings will increase amp draw, a non rotating fan rotor will blow a fuse. burnt windings will almost instantly blow a fuse. just changing the fuse may not solve your problem. find the problem and fix it THEN replace the fuse.

Amana furnace

This is no doubt due to failure of the "hot surface ignitor". This device lights the main burners for your furnace, and they fail a lot. I strongly recommend the replacement should be done by a technician.
