Let's say when i want to use my a/c or heater at times the blower doesn't blow. so i leave the blower on a certain level,(usually high so i know when it kicks on) then it will work and other times mainly in summer it takes a lot longer to kick on? What's funny is that i had an 94 escort that did the same. This vehicle is a 94 explorer eddie bauer edition

Will bars leaks head seal work if my heater dont blow hot air and high blows less then 1&2 levels?

It will not correct fan speeds, you have other problems, perhaps heater core is partially blocked not allowing air to pass over fins. Look at blower motor resistors or high sped relay. good Luck.

Heater blower switch seems to have a short . It works some times then it does not. I leave the switch on high,I have no blow, then sometime later a few minutes or days later while driving, the blower kicks...

That's not the definition of a short. A short circuit blows fuses. You're not blowing fuses. An intermittent problem like this is usually caused by a corroded ground connection or corrosion in the electrical connector. Get a wiring diagram and locate the ground and power connectors and clean them

Heater fan only blows air in the highest "on" position

Well it sounds like the blower motor relay is out you might also need a blower motor if it is using to much juice on high speed then the blower motor is probabley about to go out and with the noise you are describing it sounds like a bearing in the blower motor is about to go out so probabley should change the blower motor and the blower motor relay.

FAN DOES NOT BLOW AIR OUT ON LOWER SETTINGS ONLY ON HIGH

Need a new blower motor resistor. Check under hood on firewall, on passenger side under cowl, behind strut tower area is usual spot. If not may be on housing/ducting under dash on passenger side near blower motor.

If you are certain there are no blow fuses, that leaves two things I am aware of that could be the culprit.

1. Blower motor resistor. Its a component, located inside the blower motor housing on that vehicle. Though, typically, when this goes bad it usually only takes out one or two fan speeds, like maybe speeds 1 and 2 or it might take out the high fan speed, its not really known for taking out all the fan speeds at once, although it could do so.

2. That leaves the blower motor itself. I dont see many of these go out without giving warning, such as making some kind of noise, but again, its not unheard of for them to just quit.

I would make certain that all the fuses are good, even check fuses under the hood that may provide protection for the HVAC system or even the blower motor itself.
