The engine starts ok but it keeps revving up and down, as though its about to conk out, although, so far, it hasn't. It has also started to blow out some white smoke? I have changed the spark plug - but that hasn't fixed it. Any ideas?

Your Briggs & Stratton has a Sprint or Classic motor on it. Every few years, the diaphragm in the carburetor must be replaced.
Briggs part #495770

1. Remove the air filter assembly. This is a good time to clean and re-oil the filter.
2. Remove the 3/8" head bolt from the front of the fuel tank.
3. Remove the 1/2" head bolt from the side of the fuel tank.
4. Gently pull the fuel tank assembly toward you and tilt it away from you. While doing this, you will need to unhook the governor wire from the throttle plate.
5. Drain the gasoline (you can use it again later)
6. Remove the 5 screws that hold the carburetor on top of the fuel tank.
7. Pull the carb straight up. Be careful not to lose the spring or strainer on the bottom of the carb.
8. Remove the diaphragm.
9. Clean the carb and tank surfaces with carb cleaner spray.
10. Open the package with the new diaphragm in it. You will find 2 pieces. One is rubber, the other is paper.
11. Place the rubber diaphragm onto the fuel tank, then the paper one. Gently reinstall the carb onto the tank.
12. Push the 5 screws back into the carb. Before you tighten any of the screws, have all 5 pushed through and wiggle the carb a little, this will allow the diaphragm to align properly. Tighten the screws.
13. Reinstall the tank/carb assembly. Make sure you hook up the governor linkage.
14. Inspect the governor spring(s). They should be connected on both ends. You should not disconnect them for this repair.
15. Reinstall the air filter, gas, prime, and GO!

Does anyone know why my ignition fuse blows?

I suspect the fuel concern is a diagnostic dead end. This sounds like an electrical short. However, at the third key position, the glow plugs are also activated. Glow plugs use relatively high current flow to energize. On my older hilux, they are on a separate fuse under the hood. If they are shorting on the glow plug rail to a loose wire or any other grounded item, the fuse will blow. You will have to check if yours are on a separate fuse, as well. Regardless, I would first check your ignition circuit by obtaining a wiring diagram and tracing the wires from the ignition to the next element in the circuit. Heating up your car

It seems simple, but you can make a big difference by turning off your radio, wipers, climate control, all of those accessories, when you start the car. Most of the wear on the engine happens when you start the car, and by turning off those accessories, your engine doesn’t have to work as hard when starting.
Another thing people do is revving the engine in the winter. This actually doesn’t help “warm up” the car. Although it does technically make the engine hotter, it’s not the kind of “warming up” that you want. Revving your engine in the winter causes extreme temperature changes right away, which is actually the opposite of what you want. When you start the car, the oil hasn’t yet worked its way through the system, so the engine is working without lubricant. The right way to do it is just let the car sit and idle for about 30 seconds to a minute at the least.

I have a 1999 Ford Taraus and it starts reving the engine yesterday. It was turning about 2000 rpms while sitting still. Now it has reved down when first started but it will then start revving up and down...

Could be the MAF sensor. I would try scanning for codes, although sometimes the MAF sensor does not show up on scanner. sounds like the MAF to me.

On cold start up engine revs up to 1500 rpm then down to 500rpm and keeps doing this until it warms up also sometime conks out when revving up and down

a number of possible solutions, including a vacuum leak (check hoses, use a spray throttle body cleaner o9n the intakie manifold looking for leaks), or the Idle air controller is dirty or defective, or the throttle position sensor is bad. Do you have a check engine light?

Is the choke opening up all the way after it warms completly up ? and have you checked the fuel lines to the gas tank they might have got pinched in wreck.
