This sounds like it might be a defective CCD imager. If so, Canon should fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status. Please check the following two links for more info:

My camera does not take pictures . . .I get a black screen with red streaking across it, then nothing. It is a PowerShot A75. I tried a new CF card (the only possible solution mentioned in troubleshooting) but that did not solve the problem.
My S1IS camera has a black screen with white streaks going though for a few seconds. Then, nothing but a black screen, except fot some settings. Turning the camera off and on doesn't seem to do anything. I have also changed my Compact Flash card---no help. I have changed batteries -- no help. I have tried to make sure the contacts are clean --- nothing.
When I turn on the camera, I get a black screen with white streaks
