Living solution

Does it have a timer cut off switch or a heat cut off switch? Sometimes when a heater reaches a pre-set temperature it cuts out, otherwise it could over heat and cause a fire.

Kenmore 110.86870100 Has power to the power block but the start button will not start the dryer

Get the schematic and look at the timer. there are two wires that you can jump across and verify that the timer is bad by bypassing it all together. If all your checks tested good then the timer is bad. If you have any doubt order the part from because you get a full refund even if you put it in and it does not work

My electricity trips out as soon as i turn my dryer on a time to work. if turned on and just on standby and not on any time it's fine, but as soon as i turn the knob to a time it all cuts out.

Either there is an internal short or the control module is shorted inside.

The control board is difficult to test. Usually you first check the board at the glance to check if any component is melting or if there is trace of damage. If timer is analog(I don't have model number), then check for shorts at the contacts. If there is nothing at a glance inspect the rest of the wiring and parts, then eventually replace the timer board if all the rest is testing good. If the machine trips off when you turn on the timer, then either the heater or the motor can be shorted. Check wiring at motor and heater. A multimeter set on impedance may help to find shorts. Most shorts that result in main breaker trip off are visible at a glance because they leave traces (also smell) of burning. Testing is done after disconnecting the appliance from power by tripping circuit breaker or unplugging power cord.

I have a maytag MSD2556AEA refrigearator and the coil freezes up. I've replaced the the defrost timer and the heater and it still freezes up.

While the suspected components have been replaced it is also important that the defrost timer works to move forward and switch on the heater. Also the connections to the defrost timer and heater must be checked., Secondly the thermostat must be checked or should be kept lower than the present point or to normal.
The compressor MUST CUT OFF from the switch on the defrost timer and put the heater to work. if not check the timer and wiring.

I have a problem with my wh21 intermatic hot water heater timer. When it trips off the indicating light is still on dimly and there show low 92 volt on load side.

There is a short. The timer mechanism is mechanical, so the problem is not failed electronics.
The WH21 is for 240 volt circuits, so it has 2 hot wires and 1 ground from the breaker box. Only one hot line to the water heater is turned off, but both lines are attached to screw terminals at timer.
To see if the problem is a shorted element or shorted wire in water heater, disconnect hot leads to water heater one at a time, and then test. Then disconnect ground wire from water heater and test again. Then disconnect all wires to water heater, and test again.
If the problem is in the water heater, search for troubleshooting steps on internet. Focus on testing elements.
If the problem is not in the water heater, then a frayed wire on back of timer is next checkpoint. The timer motor is the final suspect. You can detach the timer motor from the housing, and test for stray voltage. Intermatic WH21 is inexpensive to replace.

Timer blows

Sounds like something is shorted to ground.  My guess would be the defrost heater which is behind the back panel in the freezer.  Take off that panel and unplug one end of the defrost heater.  Check from the end you unplugged to ground (frame) with an ohm meter and if it shows resistance then the heater is your problem.  Heater may even be obviously broken. If shorted then replace heater and timer.  Let me know what you find.
