This solved the problem. Another "guru" must be pushing RegInOut because his solution to this problem involved using, and thus buying, that program. This was not a registry error but merely a firewall issue. Thanks ekeagle777.

Is there anybody out there that can help me with this problem? I am unable to access Google Chrome. I keep on getting error signal 102, error connection refused. I checked my windows firewall and access...

If you have recently had a virus or malware attack, it has changed your proxy settings. Go to options>under the hood>change Proxy settings>LAN Settings and make sure of the following:
Automatically detect settings is CHECKED
Use a Proxy server for your LAN is UNCHECKED
If this doesn't fix it then the registry might have been affected, too. Perform a repair on your operating system or restore. I would recommend a factory restore after you have saved all important data on an external drive or flash.
