Your options are limited. Once cut, the steerer tube can be no higher than it is.

Getting Riser Bars or simply flipping the stem over or getting one with a different rise
and reach might give you the added height you need. If you LIKE the handlebars, the stem
is the best option as most new ones come with front loaders (detachable front caps) that
allow replacement without stripping components off one side of the handlebar. In minutes
a Bicycle Shop could swap any number of them onto your bike for you to try.
I would recommend you get used to the position that yields a careful compromise between
aerodynamics and uprightness when needed.

If your bike is older it might have a quill stem.To raise this you have to undo the allen key headed bolt situated where the bar & stem attach to the bike.It is often obscured by a plastic plug to prevent water rusting the bolt head.If this doesn't go high enough an adjustable quill stem must be fitted.
If you have the modern design of stem(A-head)you will have to replace the stem with an adjustable type which can be set upto 60 degrees.

The handlebars stem is an Aheadset-style and as such has spacers below it to set its height. Once the steerer tube is cut to fit the combination of stem and spacers there's no going UP, only down. Stems can be replaced with different rises and lengths. Maybe that would help. A Bicycle Shop would have everything you need and the know-how to decide if you can mount the child carrer.

Adjust handlebar height on Schwinn Varsity


I'm answering 7 years later. I have a Schwinn Varsity 2500 Bike made probably in 2015. The Schwinn Varsity Bike is not set up the same way as a traditional bike. I loosened the center compression bolt and the two side stem clamp bolts and it came loose where I can adjust it up or down but, there's nothing to tighten the slack up below. I did some research. My original post here was to add or remove a spacer. I think you can remove a spacer to lower but, I don't think the stem is long enough to add another one. I've seen they sell an extension that you can add-on to make the handle bars higher.

I have a 4 year ols schwinn omni 191 C5 bike, i would like to raise the handle bars? can figure how to do it, used me hex thingy to remove bolt from sterring column and its would not raise, any help?

www.schwinn.com has all the owners manuals. they are generic, so choose the one for a geared Hybrid bike.
