Where is the + symbol on the dial face. Have tried to dial without the + symbol and the call does not connect

There is no plus symbol. Either you are not dialing the number correctly and completely, or you don't have international calling available with your phone carrier.

Can I get a manual for Kunft 410/01?

You should have a troubleshooting section in your operating manual that will help you know why it may not be running. All machines are programmed NOT to operate if doors are not closed completely. You may not have the selector completely dialed onto a wash cycle, sometimes I dial mine into the off section just before the actual wash cycle begins. Could be your breaker has tripped that feeds the current to your washer. Go to your breaker box and see if the washer has a breaker all of its own and flip it back and forth to be sure it is on the ON position! Sometimes different areas of the washer dials do quit working and must be repaired. Try more than one area on the dial...permanent press, casual, normal.
