Try jump starting it by shorting the power switch pins on the MB with a flat head screwdriver. If it starts then check the power switch on the case for loose connection. If it fails then replace the MB.

there is a known issue with the dell optiplex 270's. if you open the case and see the top of the capacitors are not perfectly flat then you have an issue. I would go ahead and upgrade and invest in a good backup solution.

Its possible the motherboard does not support the new processor. its possible there might be a firmware update for the motherboard to add support, otherwise you might be out of luck.

Swap processors back, confirm that it works again, and if possible confirm that the new P4 is in fact working.

Yes but with one stipulation. If they each have different hardware (like video cards for example) the drivers may have to be reinstalled if it is windows that is on these machines.

Proper pin numbers to install inserts in a Dell SATA 34 pin GX270 motherboard

Hi there.
Get a strong flashlight and a magnifying glass (if you have one). On the motherboard look for the front panel, it should be marked PWR and coloured green, also the plug that connects to it should be marked PWR_SW. On some boards there are no colours but the markings are the same, so take a good close look.
Have a look at these pictures for an idea >>>>>>

Please post back with the results and any more advice if needed.

Good luck and thanks for choosing FixYa!!
