Dig in, you take the whole cover off not just the front cover were the cord is take off the gas tank remove the exhaust heat shield pull the plug wire. everything is bolted on not screwed on. leave the valve cover on. rotate the pully counterclock wise replace the cord ,

They are rivets, you will need a drill, the bit should be just big enough to fit the pin, once you start to drill it will come off. You can put screws back in once the repair is made. Good Luck Tim
