Flashing of all lights means there is a problem in a small circuit board behind the carriage . it does not allow the printer to initialize and come to the ready position. open the upper cover of the printer and try to clean the dust or some moisture that is creating the short circuit.if it still does not help replace the circuit board.it is not much expensive and is a better option than buying a new printer.

First try to reset your computer and turn off the printer as well.. Then when the computer log in to window, turn on the printer. Then TEST print..

For how long the problem is there
when you replace the cartridges
you have to align them,did you get a print out with a lot of coloured
lines on it? if so put it face down on the printer screen & press
the scan button until the on/off button flashes when its finished the
printer should be ok to use.If this will not cure it then maybe it may
be worth trying to uninstall/reinstall the product,failing that go to
the Compac/HP Website & troubleshoot from there. Its a very helpful
