Click the Windows "Start" button or press the "Windows" key. The "Start" menu opens.
Type "Cursor blink" in the "Search programs and file" text box.
A list opens.
Click "Change Cursor Blink Rate." The "Keyboard Properties" window opens.
Click the "Speed" tab. A list of options appears.
The "Cursor Blink Rate" section shows a "Cursor Blink Rate" slider displaying a range from "None" to "Fast."
Click and drag the slider button to the "None" area in the far left portion of the "Cursor Blink Rate" scale.
Click "Apply."
Click "OK." The cursor stops flickering on the screen.

Hi
After talking to a friend of mine I thought it may of been a problem with one of the volume buttons either stuck in or shorted out. After a bit of poking and prodding (highly technical)
so far it has been ok. I did talk to the technical help but aparently they have no knowledge of this fault........ Funny That!!!!!!!
