The 2009 Saturn Aura added the bluetooth (phone) feature and many other GM models with similar looking radios had it in past model years. The 2007 did not come with bluetooth (or Human Machine Interface).
There are two possibilities: the radio has been changed from another vehicle and is incompatible with your car or locked or your OnStar is malfunctioning. Either situation will require a trip to your friendly Saturn dealership (or Saturn Service Center) to repair.
To access the Bluetooth prompts, press and hold down the large button on the right hand side of the steering wheel. It has a pictogram of a person talking. At the prompt say "bluetooth" and then "help". The car will talk you through it. Alternately, head over to www.gmownercenter.com. This site is run by General Motors and registration gives you free access to your online owner's manual and other materials.
The bluetooth feature, also known as Human Machine Interface, was not introduced until the 2009 model year. Your 2007 was not equipped with bluetooth when rolled out of the Fairfax, KS factory.
If you believe that it has been added with an aftermarket part but cannot operate it, try to located the module and any identifying marks so that we can figure out who the manufacturer is. The module will most likely be strapped to the steering column under above the pedals, behind the storage cubby below the radio or behind the glove box.
