I have a Bissell 1699 ProHeat Clear View and it does dispense well but it is mostly water. When it is set on High traffic area it only uses about 1/10 of the tank of soap solution. Normally it should be about 1/2 a tank of soap to 1 full tank of water.
Also the spinning flow indicator works part time.

Any suggestions where and what to look for?
I have the same problem.

we had one,

they get clogged up with pet hair and blow belts and brush bar bearings, take the belt cover off and see if both belts are present, I also suggest selling it to somebody you dont like. The first generation clearview bissels are a sub standard machine.

The valve at the bottom of the soap tank may have gone bad, Also try running a mix of water and vinegar(not on carpet) to see if it will clean the system out. The system may just need cleaning out.

puts water out but bottom brush doesnt move
