I cannot receive any messages in Yahoo email sent to me. I received one Yahoo message as follows: "Contact Customer Care about Error Code 4"[email protected]

Some internet companies will lock your account if you have sent out an unusually high volume of emails. This is to prevent spamming. If you haven't been sending an unusually high number of emails someone may have hacked your account. You will need to contact Yahoo to get this issue resolved.

Have you been sending a lot of messages using that account? From yahoo:
The limit for messages for yahoo is 100 per hour, max 500 per day.
If you believe that you are the one not doing this, you can either report this to yahoo or checked your Yahoo! account immediately. Change the security settings and most specially the passwords. It could be that your account is used as a spam bot.
check the configuration... for yahoo.. you should member of plus or you account is plus.. you can recieve and sent.. but if free only, you can receive only can't sent a message.. bu gmail.. all can sent and receive even its free account...
check you configuration should be rigth..and the POP and IMAP is turn on from you server....
