Yellow streaks on screen

There are yellow streaks the start at the bottom of the screen and project upwards. The streaks appear to be in the screen itself, I can turn the cable off, leave the tv on, and the streaks are still there. I tried rubbing the spots with a soft cloth, but no change. Any ideas?
