Sounds like a short in the mouse somewhere...id just buy a new one, and rechargable batteries.

Look for a button on the bottom of the mouse, or a little arrow. Any markings indicating removal.

The battery is dead

what happens if you put the mouse on the charger and leave it there for 2-4 hours?

Does it recharge?

I supose you could replace the recharable battery yourself by opening the mouse and so on, but finding the right type of a battery for it might not be as easy as that. Id recommend takeing it to warranty repairs if it still has such.

Other options would be to buy a new mouse.

Try different USB jack. Try fresh batteries. Re-install software.
