Hi,
Sorry to take so long. I have been talking to Samsung support. the hour glass indicates that the dryer is in a cycle, but as it wont start and you've tried unplugging it, it seems there is a fault. Your dryer is new, so you need to contact Samsung for a service visit:
http://www.samsung.com/us/support/service/request
Before doing this, try unplugging the dryer again and this time leave the power off for a few hours - assuming you haven't done this already. It might reset if you do this.
I've pasted a transcript of my conversation with Samsung below. I pretended to be the appliance owner as otherwise they would not answer my questions!
Hope this helps!

Darlene: Let me know the exact issue you have with the Dryer, so that I can assist you to isolate and troubleshoot the issue.
Nick: Ok - the dryer is displaying the hour glass symbol, but it's not on a drying cycle
Nick: I tried unplugging it but it hasn't reset
Darlene: Let me know if the dryer works fine when you select any cycle.
Nick: it wont start
Nick: Is there some way of resetting the dryer? I think there is a programme stuck in memory
Darlene: Let me know if you are using Dryer in UK.
Nick: no
Nick: I'm working here for 2 days
Darlene: If your dryer is showing an hour glass on the display, it is normal. The hour glass is there to let you know that there is a cycle in progress.
Nick: I know this. I read the FAQ
Nick: But it wont start and the symbol remains even after it's been unplugged
Nick: Can it be reset?
Darlene: Let me know if you have tried to unplug and replug the unit from different wall outlets.
Nick: Cmon, be serious
Darlene: There is no option to reset the Dryer, only way is to unplug and replug the unit from power.
Nick: It's not my outlets
Darlene: I am sorry, a physical diagnostic is necessary to determine the exact defective part on your device.
Nick: I left it unplugged while I am away
Nick: I will try when I get home

Nick: Is the dryer equipped with a memory so in the event of a power failure, it will restart when the power returns?
Darlene: When power fails, Dryer will start from the beginning of the cycle.
Nick: OK, so unplugging it should fully reset it?
Darlene: Yes.
Nick: OK, If that's the case I definitely need a service request

I had this same problem. I did try unplugging it for a few hours but it wasn't resolved. The technician said that this is a common problem with the Samsung dryers and it's caused by the dryer being turned counter-clockwise which causes the belt to come off and the dryer won't start when it detects the belt is off. To fix it they have to take the machine apart. Thankfully mine was under warranty but I don't even want to know what it would have cost if it wasn't. I asked him if there were any other common problems with the dryers and he said he gets a lot of calls of clothes not being dry when its a small load. He said use the timed cycles and not the sensor cycles for small loads because clothes in a small load may not come in contact with the sensor strip inside the machine and the machine thinks they are dry so it shuts off.
My belt was also the problem for my samsung dryer not starting. Do not manually turn the drum counter clockwise, the belt pops off. CONFIRMED!
