Well it means that the system is not able to detect a proper battery adapter. Had that happen to my laptop when it was just 6 months old. Get a replacement adapter and I am sure you can solve your problem.
Note: You can test the status of the adapter from the BIOS. To do this , first reboot the system and then keep pressing the F2(in most dell laptops) till you are in the BIOS. Then look for the option that says "AC adapter". Select it and you should see a 65W adapter. If you see something like "unrecognized" then its time to get a replacement.

Yes it is definitely getting worse. Do not the use the adapter . It seems like the adapter is outputting more than the specified voltage and that is why you are getting that error message. Continuing to use it damage your computer. Get a new adapter and everything will be back to normal.

Try this first:

Use up the battery until the the screen would black out. Afterwards, reboot the laptop ( without using the AC adaptor) and the system will warn you of low battery - to press F1. After pressing F1, plugged the AC adaptor back and try rebooting.

If the above does not work, there is a Bios update from Dell that suppose to fix this problem.

Most likely unless you have purchased a new battery, the most likely Scenario is that the battery has failed and needs to be replaced

First of all, you need to make sure your power adapter is providing enough power to both run the laptop & charge the battery. A very good way to do this is to compare your laptop voltage & ampere requirements (written on a sticker on the bottom of the laptop) with the voltage & ampere ratings of the power adapter. Voltages should be the same, or the power adapter's voltage about up to 0.5 volts more than the laptop's voltage rating. Amperage of the power adapter should be at least equal to or greater than the laptop's rating. It should never be less than the laptop's rating, or else the power adapter will be providing insufficient amperes to charge the battery. Of course, the power adapter's nominal amperage might be ok, but it degraded on usage. You can verify this by testing using a good or new power adapter.
If the battery did not charge using the new power adapter, take the battery off the laptop, & using a dry tooth brush, scrub in between the fins of the battery connector on the motherboard & on the battery it self, then put the battery back into the laptop & try again.
If this still did not resolve the problem, then the battery itself could be bad. Try it on another laptop, or try a good or new battery in your laptop.
If this did not work, there might be a possibility that the charging circuitry on the laptop's motherboard is defective & needs servicing. In order to do this, the laptop needs to be disassembled & the motherboard checked for defective/burned out components in the area near the DC jack. Any defective/burned out components found should be replaced, or you might need to replace the laptop's motherboard altogether

What about this Dell Vostro 1000 battery

the seller looks ok ...the things to look for is first to be new..no refurbished ,,second try to buy it not formated and do it yourself by charging it for about 12 hours ..and completely empty it for a few times...than see that for the same model of laptop can be more than one model of battery ..different on tha size and so with charge life time bigger or smaller....I will go for a midle size if available ...and use two of them ...to increse independence from the sourse..a much to big one might be inconvenient ...and of course one original is to be prefered on a copy or one that just fits...
the UK site is an excelent choice ...stay away from chinese stuff and cheap deals..

Dell Inspiron 1501

Are you using the original charger or another. The Dell power system will give this message when you use a 70W charger on a system that needs a 90W charger - check the sticker on the back. Also, if the plug to the main board gets just a little loose you will get this message. Be careful you are not putting too much strain at the power plug or you will need a repair soon!
