Check that the front door or lid interlock switches are operating. If they are not, the machine will not start. It is a very common cause of non-operation, and simply opening and closing the door will usually clear the problem if it is just intermittent sticking.

Washing-machine-repairs - The washing-machine fills with water but does not start the washing cycle

    1. The water level sensor or float switch may be faulty. If the
unit does not sense that the water is at the right level nothing will
    happen.

    2. When the water filling rate appears very slow, the inlet
water filters may be clogged. Although not that common the inlet
solenoid valve can jam and only partially lift.

    3. The cycle timer or program circuit board may be faulty

My model GLET1041AS2 Frigidaire Laundry Center fills/agitates, but does not pump or spin. The timer would make a slight buzzing/timer sound when it hits the spin cycle, but nothing else.

The circuit board has a Cycle generator and sequencer that accepts commands when you manually do a setting. When the sequence enters the spin phase a block occurs and discontinues further action. It is not the timer, but the command center on the circuit board. Because the board has many functions, it is like a set of Christmas Tree lights in series, and when one bulb fails, so goes the set. You will no doubt need a new command board for that model.

Kenmore washing machine won't agitate?

You are referring to the "agitator dogs". Does the unit run during the wash cycle put the agitator does not move?

The washer fills agitate but won't spin & drain

Possible fault with the program controller unit. You need to check the program cycle outputs using a multimeter connected to measure the output voltage. On start the inlet should open and then close as the water level sensors works and then proceed to wash. So this much seems OK. Now in the next step the drain valve must open to drain off, then fill once again with the inlet working and water level being sensed. If there is no output in this section cycle then the prrogram controller has errors within the memory . You can remove the panel and reset all connectors and connections.

Please describe a typical washing cycle to me on the RTW4440XQ Roper 3.1 Cu. Ft. Top-Load Washer, please.

The typical cycle is;
fills to selected water level
agitates wash cycle
drains wash water
spins wash cycle
fills to selected water level on rinse cycle
agitates on rinse cycle
drains rinse water
spins final time
end of cycle

Washer keeps filling w/ water, only stops when changed to spin

Your drain line is too low.
OR the drain line is restricting air where it enters the drain stand pipe.
Remove the drain line and hold it up high.
Turn the washer on to fill. It should fill then stop.
This example should explain what you must do to correct the drain line problem.
