My Bissell proheat carpet cleaner (this is my second one because the first one stopped working as well) won't dispense water, cleaner, or suck anything up. The motor turns on but that's about it. It is...

I'm not a big fan of Bissell products to begin with, but I can tell you from many, many years of experience that, far and away, the most common cause of problems with any of the carpet shampooer, steam cleaners, etc., is that they are stored with unused materials in the tanks and hoses. They are seldom cleaned, rinsed, or receive any type of cleaning before being put in the closet to be pulled out sometime in the future, with the very next attempt at application of the shampoo, or cleaner or whatever is still in the tank, not happening, because the hoses are plugged with a gelatin like substance. This is, in reality, what happens to many of the shampoos on the market, when they are left unattended for long periods of time. You haven't mentioned your cleaning, maintenance procedures concerning the unit, so I have no way of knowing just what may be causing your product, however, I think if I were you, and not using something more than twice a year, I think I'd look into renting a cleaning unit, rather than owning one.

Can't get my bissell deep clean carpet cleaner to

If unit is not picking up solution it is most likely the small red plastic filter that is just above the small float door in the top piece just left of the tool switch.. pop it out clean muck out of it and it will work like new again...
