Your phone can work on different Panasonic phone systems that program differently. I would need to know the model number of your phone system to look up specific information.
Until I get that info from you. Most systems can only be turned on and off from night mode at one phone station (usually the operator) but others will let you program a programmable key on any phone to do this. It's also possible to enter a function code from any phone on some systems.
Does it say Night Mode on a display? How do you know it is in night mode? If it is on a display, is it on all the displays or just one? If just one then that is the phone that can turn it off.

The problem is possibly the keypad on the phone. Try another phone , preferrably a standard corded phone. If you still cannot break the dial tone, then the problem is with the telephone line (phone company)

It seems you can receive the calls and dial the numbers, by clicking hand free key you will hear the tone. Regarding answering machine I wonder you activate it or not for activating the machine just click the On/Off key on the base or from the main menu on the hand set choose Voice Mail section then activate Answering Machine, in this section you have other options such as Ring Delay (for choosing the delay before Ans.Mach. pick up the phone), Announcements (playing and recording announcements) and Massage Length. if you can get dial tone with another phone, look into manual for any instructions, usually a toll free number for help. ( BEST ) otherwise take phone back for exchange. may be problem in the board.

Try the simple things first. Try a different phone. In my case, I had the phone company check - outside was fine. After two hours my phone worked. I figured out what happened in my case. Both phones were dead (battery). I think one died with the phone off the hook. once the phones were fully charged, the phone worked.
