you might be able to find cheaper versions on ebay but these would already of been installed and used so the license would be void when you come to install it.
You could try looking on Amazon.com and seeing if there are any smaller companies selling it cheaper than amazon, these are usually un-opened packs which is ideally what you want.
You would need to be a Microsoft Certified Partner to download a copy of Windows Vista Ultimate from their MSDN website. I cannot imagine it being available for free (legally). You may download Service Packs for free but not the product. You can purchase Vista Ultimate as an upgrade from office supply stores on sale occasionally.
