When i plug my blackberry into the charger the red light on the top flashes for on and off about 3 times for 4 seconds and then goes off. When the light stops a little picture in the top right of the screen goes on with a battery and a lightning bolt. Does this mean its charging? If it does why cant i turn it on?
I've tried charging it through a home and car charger and also through the computer

Does the red light come one when you plug it into a charger? if not, and your charger works on other phones, than you probably have a broken usb port. (check if it is loose). You're gonna have to disassemble the phone and repair the USB port : Blackberry Repair Guide.
That usually means dirty power. Make sure you are using a good cable to charge the phone, not all micro-usb chargers work...for example some of the motorola chargers. Make sure there isn't a short in the charger cable. See if the same problem occurs when you attach to the computer USB.
I have an answer for the 3-2 red light blink w/black screen. Remove the battery, hold the end call button and put the battery back in. The red light should stay on for a while now. Push and hold the call button and alternate with the end call button untill the hourglass shows. Allow some time to boot up. I stumbled upon this, so if this doesnt work, try simmilar procedrues. I did get mine to work. Good Luck, dont give up, it flashes that 3-2 code for a reason.
