Every washer I have dealt with have all been direct driven through a transmission. There are several reasons that a washer drum will not rotate. The simplest reason is that the door interlock is not functioning properly.
if the clutch is locked ... or tight... then the drum would be more likely to not STOP turning... If the clutch were loose then the drum would not engage with the motor...what brand , make model serial number?
How could the belt be in working order if the drum doesn't spin? Check to see if the belt has come off the motor. If the motor runs but your dryer doesn't spin, the belt is off. If the motor runs with the belt on but it still won't spin then you'll have a lot of black smoke because your drum is jammed. In other words, there are a number of things that could be wrong, but not very many.
I assume you are saying the machine is working except the drums not turning? - you need to see if the belt has come off because thats what i would check first if you hear the motor start/stop after it fills up with water.
it is rubbing on spin cycle due to being out of balance.Rubbing wont occur when turning by hand.
Stop by your local hardware store for a packet of drum balancers.
