The defect is in the Dolby circuits - the expander is badly adjusted. This is a well known problem for this model and the only way to fix that is to professionally realign it.you can't do that at home, only a very well equipped shop - with spectrum analysers - can do it.

SOURCE: I have an old kenwood
Connect the RCA Outputs of the Tuner to the RCA inputs for Tuner on the amp.
Connect the output of the Tape Deck to the Tape Input on the amp.
Connect the input of the Tape Deck to the Tape Output on the amp.
Select Tuner on the amp to listen to the tuner.
Select tape Monitor to hear the Tape Deck(s).
