Hi there,
There is really only a couple of reasons for the brush not to spin.
1. The brush roller bearings are siezed
2. The clutch is faulty and not engaging
3. One of the belts is broken
I have made a video to show you how to access al these areas, watch it first to see if you are comfortable doing the job before you start out.

If your brushbar wont turn and the belt is definatley fitted correctly then there is a problem with the brushbar itself.
If the brushbar is old then they can be affected internally by clogging up.
Assuming you have the "Clutch" version of Dyson. This is one that has a spiral brushbar.
There are 2 types of brushbar, 1 for the Clutch Version and 1 for the Non Clutch version.
Either way you will need to replace the brushbar. Please watch the video....
