How do I underline email address on Apple tablet?

Underlined addresses mean there is a hyperlink or live internet link to the item. If your email address is a full email (meaning a name+ at sign+ email provider name+ extension like this it should automatically put it in hyperlink format. It may depend on which app you are using if it makes it a live link or not though.

I click on links within email messages but nothing happens - is there a way to fix this?

If it's not opening on it's own perform a Microsoft update to resolve the problem, or what you can do is right click on the link, select copy hyperlink or hyperlink location and paste it into the address bar in the top of the internet browser window.

So more than one mail viewer now has the ability to block this action ... I expect you will find the control in Security / Advanced settings ... however (I would suggest) on this occasion, the PC really does know better :-)
